Manages tools from initial design to end of use disposition. Investigates and resolves manufacturing related issues. Performs producibility assessments for part or product designs. Provides producibility input to design, manufacturing processes and manufacturing technologies to meet cost and schedules. Develops integrated work statements and sequencing of events to support delivery commitments. Drafts, updates and reviews processes and procedures to support business and regulatory agency requirements. Works under general direction.

PROJECT/SKILLS
• Create wire harness fabrication planning, bills of material, and first article inspection plans. Development of installation plans may follow once the harnesses are ready to be installed in the aircraft. Initially working on fabrication and installation for work construction offering.
• Experience with tech writing is a huge plus

Education/experience
Typically acquired through advanced education (e.g. Associate) and typically 3 or more years' related work experience or an equivalent combination of education and experience (e.g. Bachelor+1 years' related work experience, 5 years' related work experience, etc.).

Scope of the project / Responsibilities:

• Operate general purpose and special electronic test equipment.
• Troubleshoot and repair complex analog/digital circuits to the component level.
• Fabricate cable and harness assemblies for off-aircraft systems testing.

This job requires working knowledge of technical publications. Operate riding type electric powered elevating equipment to accomplish work assignment.
Maintain necessary certifications, licenses and permits as required for assigned work.
Will be required to work with the guidance of more senior skilled employees and assist less senior employees.

Description:
A Consulting Civil Engineer role located in Denver, CO is currently available through Belcan. The Civil Engineer will be responsibility for providing professional engineering review, bid/project qualification and project management services for all client projects within the Denver Office geographic territory.

Civil Engineer duties:
* Provide all necessary engineering assistance which includes reviewing applicant's preliminary
engineering reports, estimate and budget. Assess the proposed projects engineering and
financial feasibility to ensure conformance with acceptable engineering practices, statutory and
regulatory requirements.
* Provide engineering expertise during Investment Review Committee (IRC) meetings and Pre‐IRC
Meetings.
* Arranges for and conducts project management conferences with recipients to explain client
policies, procedures, and requirements to be followed in the implementation of Public Works
projects.
* Reviews contracts between recipients and Architects /Engineers for design and construction
inspection services. Determine that the contract meets client requirements, that the recipient is
adequately safeguarded, and that the specified fees are commensurate with the amount of
services provided. Follows the required Cost Principles under the uniform guidance.
* Reviews and makes recommendations for approved contracts between recipient and
administrative services.
* Reviews recipients proposed contract document, final construction plans, specifications, cost
estimates, and other related documents to determine that the construction plans and specs are
within the approved project scope of work. Ensure that client is adequately safeguarded. Ensure
that the cost estimates are commensurate with the service provided. Ensure for compliance with
client requirements, approved project scope, local, state, Federal codes and statutes.
* Monitors recipients compliance with applicable policies, procedures, and requirements which are
pre‐requisites to solicitation of construction bids.
* May attend bid openings to observe bidding procedures. Prepares or reviews reports of results
including tabulation of bids, irregularities noted, and any anticipated or potential problems.
* Make appropriate findings and recommendations relative to recipients requests for project
amendments. This can include additional assistance request. Prepares necessary documents for
approval.
* Reviews and make recommendations to approve recipient's construction contract award
procedures to ensure that all applicable regulations have been followed
* Conduct pre‐construction conferences with the recipient, the architect/ engineer, and the
construction contractors. Conference must outline the duties of all participants during the
construction and warranty period.
* Conducts on‐site inspections of projects under construction. Inspections must ensure that the
work is being done in accordance with approved plans and specifications. The quality of
workmanship conforms to acceptable standards of the industry. Prepares reports of findings to
include recommendations for corrective actions where necessary.
* Evaluates recipients requests for change orders to determine whether the proposed change is
legitimate, and does not come as a result of an error in design or construction methods. Ensure
that change orders do not alter the scope of the project. Ensure that the cost of change orders is
reasonable. Make a recommendation if client should participate in the cost of the change.
* Monitor the financial position of assigned projects. Conduct field audits of recipients' records to
ensure the proper accounts have been established. Ensure that matching funds are available.
Ensure that only approved costs have been paid from project accounts, and that fund balances
are correct. Evaluate construction progress payments, and other project related invoices. Assists
recipients in preparing reimbursement requests. Make recommendations concerning
disbursements of grant funds.
* Conduct periodic site visits and final inspection to ensure that the project is complete and
function. May require overnight travel during construction and project completions.

EDUCATION AND EXPERIENCE REQUIRED

* BS/BA or higher in Civil Engineer, Engineer, Architect, Mechanical Engineering, or equivalent
study.
* Successful completion of a degree in engineering that (1) has at least one program accredited by
ABET or (2) that included differential and integral calculus and courses (more advanced that
first‐year physics and chemistry) in five of the following seven areas of engineering science or
physics:
(a) statics, dynamics;
(b) strength of materials;
(c) fluid mechanics, hydraulics;
(d) thermodynamics;
(e) electrical fields and circuits;
(f) nature and properties of materials; and
(g) any other comparable area of fundamental engineering science or physics, such as optics,

Check and verify that change orders are accurate, properly cross reference all affected documents, and meets requirements for compliance with external customers, internal documentation and cGMP documentation practices. Processes complaints and non-conformances and monitors for trends. Verify that corrective actions are on schedule and support completion, initiate and implement process improvements for the documentation system. Assist in preparation for Quality Management System reviews. Manages periodic review processes and supports the generation of monthly document control metrics. Provides additional support and assistance on tasks and projects with minimal direction from management.

REQUIREMENTS:
Thorough knowledge of 21CFR820 and ISO 13485
Proficient in Microsoft Word and Excel; familiarity with Access, PowerPoint, and SmartSheets is a plus. Ability to maintain confidential information, to meet deadlines, manage priorities, accuracy and attention to detail are critical. Ability to transfer subject matter expertise and understanding to other employees and/or internal customers is required regarding why work is performed the way it is and how it impacts the broader organization. Demonstrates strong understanding of Quality Systems fundamentals, Electronic Document Management Systems (EDMS) , knowledge of the process, effects, and the relationship between the document change process and products, and understanding of current Medical Device industry and applicable regulations including 21 CFR, ISO, GxP. Strong organizational skill to handle multiple projects. Strong written and verbal communication skills and ability to work with a wide range of personnel with varying technical skills and Quality understanding. Must exhibit professionalism, be an advocate for quality and self-motivated

EDUCATION:
Accredited BS Degree and/or minimum 2+ years' experience in biotechnology, medical devices, or pharma.

Remote: Must be local, can work partially from home after training. May need to work onsite 2 days a week at the most.

  • Analyzes requirements and develops an R&M engineering program to achieve customer objectives.
  • Analyzes projected utilization and calculates effect on final system reliability based on individual part reliabilities.
  • Allocates top level R&M quantitative requirements to design teams. Performs reliability predictions and track performance.
  • Develop FMECAs; Support Airworthiness and safety engineering as required
  • Perform Maintainability Analysis; leverage human factors and quality engineering best practices
  • Perform Reliability Centered Maintenance (RCM) analysis; leverage MSG-3 best practices
  • Perform Reliability Development Testing (HALT/CAST)
  • Perform R&M analyses and assessments on selected systems and influence Fault Detection and Isolation BIT requirements
  • Run scripts to translate these models into a form that is executable logic on the aircraft, and simulate intended operation.
  • Work with the real-time software development team to integrate the resulting executable applications into the Mission Computing hardware.
  • Develop Testability models from schematics, FMECAs, ICDS and other available supplier documentation to assess compliance to customer fault detection/isolation requirements.  Perform Failure Modes and Effects Testing (FMET)
  • Develop FRACAS plan and deploy closed loop FRACAS; lead FRB; Maintain RGC’s and perform Weibull Analysis

Required:
  • Minimum of 5 years experience performing R&M Engineering
  • Bachelor's, Master's, or PhD with 7 or more years' experience. Degree from an accredited course of study, in engineering, computer science, mathematics, physics, or chemistry. ABET is the preferred, although not required, accreditation standard.
  • Radar / Propulsion / Avionics / Hydromechanical and other relevant Aero system knowledge required.
  • Microsoft Excel, MATLAB/Simulink, Boeing RAMC, and Vanderbilt FACT run time reasoning tools.
  • MIL-HDBK-217F Reliability Prediction Electronic Equipment.
  • Rome Air Development Center AD-A153 744 Reliability Derating Procedure.
  • MIL-STD-1629 Rev A Procedure for Performing a Failure Mode, Effects and Criticality Analysis.
  • The ability to obtain a US Interim Security Clearance clearance pre start, final post start which requires US Citizen.
