Cost Engineer 3

Description:
Chipton Ross is seeking a Cost Engineer 3 in Newport News, VA.

RESPONSIBILITIES:
Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates of raw materials or subcontracted work and labor. Prepares and maintains historical cost data. Creates cost models for cost estimating elements. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.

REQUIRED EXPERIENCE:
Bachelor’s Degree and 6 years of experience. Master’s Degree and 4 years of experience. 4 years of related exempt experience can be substituted for Bachelor’s degree. 8 years of non-related exempt experience can be substituted for Bachelor’s degree. An Apprentice Certificate or graduation from Navy Nuclear Power School can be substituted for Bachelor’s degree. A relevant professional certification can be substituted for a Bachelor’s Degree. Certification Equivalency: Defense Acquisition Workforce Improvement Act (DAWIA) certifications in Business Cost Estimating issued by the Defense Acquisition University (DAU) -or- a Certified Cost Estimator Analyst (CCEA) certification issued by the International Cost Estimating & Analysis Association (ICEAA).
• Experience with evaluation and interpretation of engineering / design products (drawings, system diagrams, etc.) and specifications (material, product performance, dimensional control, etc.) in heavy industrial multiple trade discipline production process applications (welding, machining, pipe fitting, electrical, coatings, insulation, and structural fabrication/erection).
• Proficiency with development and use of intermediate level Microsoft Applications (Excel, Word, Powerpoint, Access, Project, Power BI).
• Working knowledge of government contract acquisition regulations preferred.
• Experience identifying labor, tooling, and raw material requirements necessary to produce finished products in different shipbuilding and ship repair applications (shops, intermediate assembly areas, and aboard ships).
• Development and documentation of cost estimating relationships describing interactions between independent variables (materials and manufacturing processes) and dependent variables (costs and schedule durations).
• Ability to interpret and explain relationships between technical requirements and work performance costs

• Develops estimates for cost of materials, purchased equipment, subcontracted work, production activities and requirements, and labor.

In addition to strong oral and written communication skills, effectively collaborates with representatives of other functional areas including design engineering, production, planning, scheduling, and supply chain management to identify and quantify types of materials and equipment required to satisfy contract requirements. Utilizes and applies cost estimate development knowledge related to manufacturing processes, intermediate and finished products, services, and product types using information sources including, but not limited to, blueprints, digital design information, and performance specifications.

HOURS:
This position is first shift, Monday - Friday, 7:30 am - 4:00 pm.

NOTE:
Employee will occasionally be required to drive company vehicle to work locations inside the shipyard.

Ocassional travel to Northern Virginia and/ or DC may be required.
