Subcontract Administrator

PDS Tech is currently recruiting for a Subcontract Administrator in Greensboro, NC.
General Summary:
The Subcontract Administrator develops, executes and manages commercial contracts for the procurement of materials, equipment, and services.
Duties and Responsibilities:

  • Develops, executes, and managescommercial contracts for the procurement of materials, equipment, and services.
  • Prepares RFP/RFQ’s, analyzes and evaluates proposals, negotiates subcontract provisions, mitigates risk, selects or recommends subcontractors, writes awards, and administers resulting contracts.
  • Monitors subcontractor performance through the life of the contract.
  • Negotiates and coordinates additions, deletions, or modifications to conract provisions and terms and conditions.
  • Negotiates specifications/statement of work, price, date of delivery and other contractual and licensing provisions with subcontractors. 
  • Evaluates proposals to determine the best value suppliers.
  • Conducts negotiations with all levels of supplier/subcontractor management, which may involve international suppliers/contractors.
  • Ensures compliance with procurement guidelines, company policies, and strategic company objectives.
  • Mentors, advises, and trains associate buyers and buyers on key aspects of subcontract administration and strategies to achieve cost objectives with existing suppliers
  • Develops and implements long-term and short-term strategies to accomplish business unit objectives.
  • Works directly with legal counsel to negotiate Master Purchase Agreements and Product Support Agreements with suppliers.
  • Performs cost/ price analysis and negotiations to achieve program cost savings initiatives.
  • Works with the integrated project team to perform supplier selection in accordance with the overall business objectives. 
  • Presents conclusive recommendation for contract award to Management for approval.
  • Accountable for subcontract status and maintenance; supplier performance metrics; reporting to all levels of Management).
  • Coordinates and participate in supplier meetings to ensure contractual compliance.
  • Manages subcontract deliverables and milestone events schedules, assist with problem resolution and provide subcontract advice to internal customers, and senior management as required.
  • Works with internal customer to understand requirements to ensure proper suppliers are solicited.

Education, Work Experience, Certification and/or Licensure:
  • Bachelor’s Degree in Supply Chain Management, Business Administration, Manufacturing Engineer or Finance preferred.
  • Master’s degree in Business Administration, Engineering, or Supply Chain preferred.
  • Minimum of 8+ years’ of global procurement experience with at least 5+ years of contract experience with moderate to high-dollar annual procurement.
  • 12+ years’ of global procurement experience with 8+ years of contract experience with moderate to high-dollar annual procurement is preferred.
  • Previous experience developing, negotiating, and managing contracts from inception to closure.
  • Previous experience in the technical aspects of aircraft and non-aircraft related design and manufacturing processes
  • Previous experience in a directly related procurement, purchasing or supply chain experience within aviation/aerospace manufacturing industry.
  • Supply Chain and/or Project Management certification preferred.

Required Knowledge, Skills and Abilities:

  • Working knowledge of Microsoft Office products required; Proficiency in SAP a plus.
  • Multi-lingual capabilities in English, Spanish, Japanese, Chinese, and German preferred.
  • Strong negotiations and leadership skills.
  • Excellent customer service skills and the ability to communicate with all levels of internal customers.
  • Strong interpersonal skills for building customer relationships with subcontractors and all levels of company personnel.
  • Ability to apply sound business judgment and strategic guidance to management in a fast-paced, deadline oriented environment.
  • Ability to work independently with minimum supervision and juggle multiple priorities in a fast-paced, dynamic environment.
  • Ability to clearly and concisely present data.
