Description:
Responsibilities:

Develops, implements, and administers staffing/employment/recruiting programs
Manages the recruiting process using the iCIMS systems in compliance with all federal, state, and local laws, maintaining accurate statuses and documentation within the system
Creates, communicates, and disseminates reports on the statuses, trends, and outcomes of recruiting efforts
Works with hiring manager to document requirements of job openings as required for opening requisition(s)
Determines appropriate recruiting sources for advertising and posting positions
Promotes the company image to candidates and external service providers
Surfaces candidates and develops networks of people and processes to support a strong pipeline of qualified candidates
Pre-screens resumes, interviews candidates and may conduct reference checks, evaluates effectiveness of electronic candidate evaluation tools
Documents candidate evaluation and interview process
Negotiates and/or supports hiring manager in developing new hire compensation package/offers
May conduct employment background checks
Works with agencies, recruiting contractors and/or internet website representatives while conducting employment advertising campaigns
May provide performance feedback on all recruiting agencies/sources
May develop, support and maintain college recruiting, affirmative action and career development programs
Professionals at the higher levels may specialize in technical recruiting and/or highly specialized executive searches
Conducts employment advertising campaigns and programs
Coordinates research recruiting, employment fairs, internet searches, etc.
Recruits and identifies candidates for highly specialized or technical positions, and difficult to-attract positions requiring extensive research
Develops relationships with key staff at universities and colleges and other talent pool sources
Ensures that staffing initiatives are met and are consistent with the overall business direction
Provides management with reporting on recruitment efforts as required
Keeps apprised of EEO and ADA legislation, as well as other government compliance requirements.
Engages and collaborates with employees, managers, Human Resources team, internal/external consultants, vendors, and experts, other General Dynamics Divisions, vendor partners, and applicantsĀ 

Qualifications:

Bachelor's degree plus 8+ years of relevant experience; Master's degree plus 6+ years relevant experience
A seasoned, experienced professional with a highly proficient understanding of area of specialization; resolves a wide range of issues in creative ways
This job is the fully qualified, career- oriented, journey-level position
Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors
Demonstrates good judgment in selecting methods and techniques for obtaining solutions
Highly proficient ability to build productive internal/external working relationships, understands their business needs, and influences business management
Creative, innovative responsibilities requiring advanced decision-making skills
Normally receives little instruction on day-to-day work, general instructions on new assignments
May provide work direction to other employees; lacks authority to discipline or reward
Highly proficient organization, presentation and interpersonal skills
Highly proficient communication skills, both verbal and written
Highly proficient knowledge of applicant tracking systems, various staffing models, managing recruitment campaigns, and candidate generation techniques
Highly proficient understanding of EEO, AA, behavioral interviewing, direct and internet sourcing and utilization of established databases
Ability to secure candidates with secret clearances
Highly proficient ability to show initiative on assignments, exercises independent judgment and professionally executes projects with little direction
This is the career level in many professional specialties
Subject matter expert (SME) in one discipline/field and developing working knowledge in adjacent disciplines/fields
