Construction Safety Engineer




ROLE SUMMARY



Position involves over-site for all trades within Construction Safety including maintenance, facilities and Site Services contractors at the Site. Leads EHS support for Capital projects.

ROLE RESPONSIBILITIES


  • Serve as program owner for the Site's Contractor Safety program that includes knowledge of construction crane safety, confined space, hot work, fall protection, line breaking and lockout, excavations, silica, electrical safety, waste management and scaffolding.

  • Serve as a member of the Site's Environment Health and Safety team.

  • Over-site of processes/systems that ensure contractors and colleagues are compliant with federal, state, local Construction Safety Regulations, Pharmaceutical's Construction Safety Guidelines and Global and Site EHS requirements.

  • Conducts field inspections on Construction projects to identify hazards and opportunities for improvement.

  • Responsible for ensuring that positive working relationships with key stakeholders are maintained.

  • Assist in establishing Contractor Safety short and long-term strategies, ensuring program effectiveness through continuous improvement of processes such as but not limited to, contractor prequalification, site compliance inspections, program evaluations, and process simplifications.

  • Primary oversight of effective safety activities such as coaching the contractor and project staff on safe work practices, pre-job safety planning (i.e. co-leading meetings, job safety analysis and working at heights planning), safety observations, site inspections/audits, and corrective action plans.

  • Pre-plan review and oversight of high-risk activities such as lift plans, elevated work, electrical energizing/testing etc.

  • Participate in Project Reviews for contracted maintenance work and coordinate Site Safety Plans with contractors. Review construction methods as part of project team and with Maintenance Contract Managers, from early project planning through completion of project.

  • Lead and set expectations on proper safety planning, enhancing the use of Pre-Job Hazard Assessments on construction and eventually non-construction areas.

  • Develop and ensure processes are in place to assure that contractors and project team members or maintenance contractor managers to the construction site understand the environmental and safety expectations. (Actual training is performed by Contractor Safety personnel).

  • Performs Contractor Safety Gap assessments to continually improve the Site's program.

  • Provides technical consulting for construction site safety related issues along with serving as a liaison across Operations, EHS, Maintenance, and Capital Project teams. Provides EHS leadership in risk-based decision making while keeping key organizational Leaders informed in Construction Safety.

  • Support the site with review of contractor incidents and, remediation or improvement plans, and other actions to ensure contractor safety for all trade contractors on-site. Review contract firm safety programs for compliance with Pharmaceutical programs and best practices.

  • Identify trends and best practices in the contractor safety area and implement new site programs for trade contractors as appropriate. This includes defining metrics to evaluate contractor's performance.

  • Successfully uses recognized system analysis tools to perform risk assessments, investigations, program auditing that result in identifying value-added improvements. Identify trends that have the potential to create harm to people, work, environments or communities.

  • Conducts and documents project level incident investigations; documenting root causes contributing to an incident and corrective actions.

  • Understands and interprets electrical safety standards; the National Electric Code (NEC), the National Fire Protection Association (NFPA) 70E, NESC (National Electrical Safety Code).




BASIC QUALIFICATIONS

  • Bachelor Degree in Engineering with at least 3-years of experience in Construction Safety


or

Associate Degree in Engineering with at least 5-years of experience in the Construction Safety field.


  • Has strong knowledge of the 26 CFR OSHA (MIOSHA) Construction safety and 29 CFR General Industry OSHA (MIOSHA) regulations, along with programs such as Fall Protection, Crane Safety, Excavation, Confined Space, Hot Work, Safe Work Permitting, Lockout and Line Entry.

  • Experience in assessing risks, developing and implementing proactive strategies to minimize related incidents and process deviations. Documenting such information for the purposes of informing others of risk factors and resolutions.

  • Experience in developing and implementing Safety and Environmental programs to facilitate compliance that meet and exceed MIOSHA General & Construction Industry Safety Regulations.

  • Successfully manages projects, is process minded and demonstrates the ability to build and execute action plans both individually and through project teams to ensure alignment in pursuit of organizational deliverables. Motivation and ability to execute projects/tasks in a timely manner, Strong prioritization and time management skills

  • The ability to solve complex technical problems and provide expert technical support, managing EHS projects.

  • Demonstrated ability to successfully influence and engage with multiple levels of the organization and the proven ability to lead cross functional teams.

  • Excellent interpersonal and conflict resolution skills

  • Well-developed verbal and written communication skills

  • Able to function in a collaborative team environment, while also able to operate independently.

  • Demonstrates the ability to read design drawings (P&ID's, Electrical drawings, etc.).


PREFERRED QUALIFICATIONS


  • Project Management Professional (PMP) Certification.

  • Professional Engineer.

  • Six Sigma, LEAN Experience.

  • Has Project and/or facilities and equipment start-up and shutdown experience is a plus!

  • Working knowledge of program requirements such as Electrical Safety – the National Electric Code (NEC), the National Fire Protection Association (NFPA) 70E, NESC (National Electrical Safety Code) and NFPA 70E.






PHYSICAL/MENTAL REQUIREMENTS



Candidate must have the ability to effectively maintain emotional intelligence through conflict resolutions

Candidates should be capable of walking and climbing in a variety of work environments both inside and outside of buildings on a variety of work surfaces. Part of this job involves sitting and standing in a variety of office and conference settings.


NON-STANDARD WORK SCHEDULE, TRAVEL OR ENVIRONMENT REQUIREMENTS

Candidates are expected to be on call for EHS investigation purposes and at times may need to extend work schedule to manage workload. The position at times will require working varying shifts in order to support the needs of the EHS organization.
