Description:
Chipton-Ross is seeking a Procurement Agent 3 for an opening in Bingen,WA.

RESPONSIBILITIES:
Conducts risk, issues and opportunities evaluation to assess supplier quality, financial stability and performance for complex supplier transactions to include standard/non standard materials and services. Integrates program/customer requirements into source selection, negotiation and contracting strategies. Develops requests for quotes and sources equipment, materials and services. Compiles information on price trends. Reviews proposals and selects or recommends suppliers. Evaluates terms and conditions and flow down clauses to determine compliance. Prepares supplier contracts and required documents. Negotiates pricing and contract terms and conditions. Prepares and executes negotiated contractual documents and other binding agreements. Monitors supplier/subcontractor schedule, quality, delivery and financial performance. Mitigates risks and initiates supplier improvement actions. Follows up on orders placed, verifies delivery, and maintains documentation.
•Complete understanding and application of principles, concepts, practices, and standards. Full knowledge of industry practices.
•Develops solutions to a variety of complex problems. May refer to established precedents and policies.
•Work is performed under general direction. Participates in determining objectives of assignment. Plans schedules and arranges own activities in accomplishing objectives. Work is reviewed upon completion for adequacy in meeting objectives.
•Exerts some influence on the overall objectives and long-range goals of the organization. Erroneous decisions or failure to achieve objectives would normally have a serious effect upon the administration of the organization.
•Represents organization as a prime contact on contracts or projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.

•Ability to collect, organize, and analyze data; summarize findings; develop conclusions and recommendations from appropriate data sources.
•Develops and uses collaborative relationships to facilitate the accomplishment of work goals.
•Understands and utilizes economic, financial, and industrial data to accurately diagnose business strengths and weaknesses, identifying key issues, and developing strategies and plans.
•Clearly conveys information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the message.
•Effectively explores alternatives and positions to reach outcomes that gain the support and acceptance of all parties.
•Knowledge of the procurement process used at company sites in order to track procurement obligations such as, schedule compliance, quantity and past performance. Overall knowledge of processes used in procurement activities such as supplier selection, identification of requirements bid list development, supplier/subtler management and supplier recommendations for goods and services.
•Knowledge of government/company, procedures and regulations (e.g., estimating system manual, FAR, DFAR, TINA, ITAR, Procurement integrity, Export Compliance) relating to the development of cost proposals. Knowledge of proposal, accounting, and rate development (common systems). Knowledge of audit, fact-finding, and negotiation processes (e.g., self audit, internal audit, government audit, effective negotiation) and how they affect the proposal process.
•Knowledge of strategic sourcing objectives including supply base optimization, enterprise leveraging, supplier performance improvement and business considerations to develop the company's supplier base.
•Knowledge of supplier assessment processes including Preferred Supplier Certification and Work Transfer Process. Elements of assessment to include supplier's past performance, business processes, capacity plan, statement of work evaluation, risk mitigation plan, capabilities and lean practices in order to rate supplier viability to support the company companies goals and objectives. Ability to control and deliver project deliverables, project accounting and appraisal, and optimize the contribution of the people involved using project management tools.
•Apply knowledge of suppliers' abilities (e.g., production, technical, service, design), management (e.g., organization structure, processes, risks, capacity, past performance), and products used in procurement activities (e.g., supplier selection, bid list development, supplier management).

EDUCATION:
6-9 years with Accredited Bachelor's degree or 4-7 years with Accredited Master's degree.

WORK HOURS: FULL TIME/9-80 WORK WEEK
