Senior Contracts Administrator w/SECRET


PDS Tech, Inc. is seeking a Senior Contracts Administrator in St. Louis, MO. 

Job Purpose

Provide comprehensive proposal support for material costs (including preparing the sub- contractor RFQ, providing cost/price analysis as appropriate, performing financial audits of supports in accordance with the FAR, and providing clean, accurate, and current cost support for customer proposals.

  • Must have an active DoD Secret Clearance to be considered

Principal Accountabilities

  • Understand FAR, DFAR, TINA and CAS – and be able to accurately apply these requirements to proposal support.
  • Ensure compliance of sub-contractor proposed cost or pricing data, within the requirements in FAR Part 15 as applicable.
  • Request, compile, and review sub-contractor financial records and perform an indirect rate analysis of their business. Assess their financial controls, ensuring compliance with FAR Part 31.
  • Conduct fact finding of supplier proposal data (including at sub-contractor locations as needed), to assure supported basis of estimates and documentation.
  • Generate a detailed cost analysis document of sub-contractor proposal, along with recommendations for negotiation.
  • Assist in the development of customer proposals, including providing a compliant material support package.
  •  Think strategically about the material costs!  Develop the proposal material cost support to best provide flexibility, cost benefit, and risk mitigation.
  • Assure material support is kept current, and assist with final sweep requirements.  Be aware of changes in the business that require disclosure. 
  • Understand the functional relationships between the US Government Contracting Office, DCAA, DCMA, prime contractor, company and sub-contractors to company.
  • Understand contractual flow down requirements, requirements for cost & pricing data, and recognize when exceptions apply.
  • When appropriate, conduct a determination for Commerciality, and generate the appropriate documents to support.  Also – verify and analyze the claims of sub- contractors for commerciality, and support with documentation.
  • Interact and correspond with all relevant internal organizations and external organizations (USG, DCAA, DCMA), including participating fully and actively in audits.
  • Demonstrate excellent analytical, verbal, and written communication skills.  Be able to appropriate communicate with all levels internally and with the customer(s).  Demonstrate the ability to be articulate, concise, and appropriate with auditors.

  • BS/BA in business, finance, or related field.  Masters is preferred.
  • Engineering degree could be acceptable, with demonstrated ability to understand and apply concepts above.


  •  Eight or more years of experience in government contracts, subcontracts, estimating/pricing, finance or business administration.  Experience within a defense contractor is required.
  • Proficiency in Microsoft Office (Word, Excel, Powerpoint)
  • Must have an active DoD Secret security clearance to be considered
