Job Description
Function:
Client is currently looking for an Integrated Cost and Schedule (ICAS) Site Lead to join our team in Torrance, CA. As the ICAS Site Lead, you will be responsible for the application of Earned Value Management and Scheduling policies for the site.

Essential job functions:
• Ensure compliance with government Earned Value standards including support of validation and surveillance audits
• Thorough knowledge of Group Integrated Cost and Schedule Management policies and application procedures
• Ensure customer contractual obligations are met relating to Earned Value Management
• Assist the Integrated Product Team (IPT)/Program Manager/Control Account Managers (CAMs) in the development/execution/analysis of the baseline performance
• Assist in variance analysis and corrective action planning
• Coordinate with assigned scheduler for proper cost / schedule integration
• Ensure program EAC is reflective of current program trends and predications
• Analyze and communicate program performance data to all levels of the Group's management structure as well as key 'outside' personnel, such as customers and government agencies
• Prepare and submit any required government reports
• This position will require substantial knowledge of earned value concepts and theories and will be viewed as the focal point of earned value and will be expected to assist other ICAS personnel as required
• For programs not utilizing the earned value approach, you will be responsible for the development and maintenance of efficient and effective methods of assembling needed financial and cost data, to permit appropriate monitoring of contract performance that will be presented to management. This may include, but is not limited to, the creation of spreadsheets, interactive databases, ad-hoc queries, Moog business system reports and downloads, and word processing.
• You may be called upon to work with the Group Financial Analyst in the monthly/quarterly preparation of timely and accurate financial data for distribution to Group Management. Information provided includes analyses of income and expense, assets/liabilities, cash flows, budgeted and actual expenses, capital additions, IR&D, bid and proposal and sales support expenditures, inventories, sales by program, and product line profitability. In assisting in the preparation of the required financial data, you will plan with others the preparation of data and evaluate information for reasonableness using analytical skills acquired through experience and an in depth knowledge of the Group’s businesses. These analyses are used by Group management to assess the current operations of the Group and make strategic plans for the future.

Minimum Qualifications:
• Minimum 5 years of experience with Earned Value Management Systems (EVMS) and program planning/execution/reporting

Preferred Qualifications Include:
• Prefer that the Bachelor’s Degree is in Engineering or Accounting or similar discipline
• 10+ years of experience with Earned Value Management Systems (EVMS)
• Expert level proficiency with MS Project
• Experience with Surveillance and Integrated Baseline Reviews (IBR)
• Reporting experience: Contractor Performance Report (CPR), Integrated Program Management Report (IPMR)
• Experience in the aerospace and defense industries

Education:
• Bachelor of Science degree
