Type: Long Term Contract
Location: Saint Louis, MO with possible 75% travel to New York Plant.

Job Description:
• Support the End to End (E2E) Manager and PM to plan and lead CapEx projects and coordinate contribution of all stakeholders (cross-functional and multidisciplinary teams) from project charter until vertical start-up and agreed sustained performance is established.

Responsibilities:

Before starting the project design phase:
• Contribute to define the project scope, success criteria, and milestone deliverables that support business objectives in collaboration with Product experts, factory, and market stakeholders.
• Ensure local site operational constraints are identified and addressed as part of the project charter. Engage factory team in develop synergies between the project and the factory journey.

During project design phase:
• Execute the basic and detailed design of the project based on Corporate Business Principles, business standards, local regulations, the defined User Requirements Specifications and the TPM characteristics of a unit operation (safety, quality, affordability, maintainability, operability and reliability).
• Ensure by design the workers and operators’ safety during both the construction and the ongoing operation of the plant.
• Support the design team to accomplish the basic and detailed design, while mobilizing all the required resources and liaising with stakeholders.
• Lead Current Operations Assessment and Change Impact Assessment activity to revise potential barriers that could place the project on risk.
• Lead the Development of an Operation Start-up Plan to coordinate the operational preparation (People, Materials, Methods), including a ramp up curve aligned to the business requirements to ensure a Vertical Start-up can be achieved.

During the start-up phase of the project:
• Lead the assigned area of the factory and coordinate the contribution of all stakeholders and functional support groups to ensure a vertical start-up meeting manufacturing excellence criteria and required production volumes.
• Complete a smooth handover to factory operations after the qualification and verification of the installation.
• Support the preparation and distribution of the project documentation, including the Manufacturing Dossier and TPM readiness assessment for the lines.
• Ensure that the investment project charter and success criteria have been fulfilled and that the project scope is achieved within the agreed cost and timing.
• Manage the allocation of all operational preparation and start-up expenditure.

During the whole project life:
• Be the Manufacturing project leader of a specific assigned area of the factory, meaning integrating all operational tasks, motivating and influencing the workforce, coaching, developing, managing and evaluating team members and being their support and liaison with the steering committee and all the project's stakeholders.
• Keep the Startup Lead and End to End Project Manager informed.
• Keep all the required communication channels open.

Technical/Specific Skills Needed
• Standard software (Microsoft Office Tools – Excel, Power Point, Word, MS Project, Visio).
• OSL’s follow the Idea to Launch (I2L) process, NPE standards, and methodologies and practices outlined within the Innovation and Investment Pillar (I&I).

Education:
• Bachelor’s degree with 3+ years’ experience in project management, business analysis and/or change management experience within a manufacturing, industrial, military, or related environment
OR
• Associate’s degree with 5+ years of project management, change management, and/or business analysis experience in a manufacturing, industrial and/or military environment
• Preferred: 1+ years’ experience in early management, operations, and/or a startup environment

Additional Notes:
• What is the team like?
o The Operations Startup team is based out of STL. We support Wet, Dry and Litter/Golden Product factories.
o We are a cross functional team focused on providing leadership, best practices, support, and training to drive project execution and excellence across the project lifecycle.
o We have new team members who have joined us in the past year, as well as those of us who have been In Engineering 14 plus years.
• How many team members? We have 16 CapEx project OSLs in our Operations Startup group. We also coach and work closely with factory OSLs.
• What technology are they currently supporting (if any, n/a if not a technical role)?
o Technology varies across CapEx projects, including new equipment, processes, and products.
• Who will they be working with?
o The Project Team includes PMs, E2E Manager, discipline engineers, integrators, OSLs, working with Development Group, Industrial Services, Design, Mechanical Engineering, Electrical and Controls, Procurement, Finance, and Environmental.
o Factory Team includes factory OSLs and factory leadership team including HR, Manufacturing Excellence, Ops Planning, Production, Maintenance, QA, IT, Safety
o Corporate streams including TAG, PTC, NPSC, Digital Mfg., Divisional QA, SHE, Maintenance, Supply Chain, Logistics, Procurement
o External collaboration with OEMs/Vendors, Suppliers and Contractors
• What makes someone successful in this role?
o Manufacturing experience.
o Leadership and coaching experience.
o Experience in a startup environment and project management through all phases of a project is helpful.
o Effective communication at different levels of the organization. May be asked to work on developing/writing strategic OSL standards, procedures, tools, templates, etc.
o Solid facilitation skills.
o Experience in working with multiple discipline teams.
• What are the challenges about this role?
o Ability to provide complex, confidential support in a high-profile environment with tact and diplomacy.
o This role requires flexibility and adaptability, handling numerous priorities with multiple deadlines.
• Any certifications needed? No.
• Will there be travel involved? If so, how much?
o The position will be based out of St Louis.
o Travel to and from an assigned plant is required, may be as much as 75% travel or more depending on project cycle. Travel will be less in the early design phase of the project. For this position the likely plant location is Dunkirk.
• Training courses required?
