Program Manager for the North American Aerospace Defense Command Cheyenne Mountain Complex (NCMC) Integrated Tactical Warning/Attack Assessment (ITW/AA) and Space Support Contract II (NISSC II). The Program Manager is overall responsible for the planning, execution, analysis, and reporting required for the NISSC II contract. This contract provides Operations, Maintenance, and Sustainment (OM&S) for the classified communications and processing systems supporting the Command and Control (C2) capability in operational work centers at Cheyenne Mountain Air Force Station (CMAFS), Peterson AFB, Offutt AFB, Vandenberg AFB, and other military sites, world-wide.
NISSC II covered systems are:
• Combatant Commanders Integrated Command and Control System (CCIC2S) – Receives uncorrelated ground, airborne, and space sensor data and provides C2 capabilities for the defense of the United States, Canada and Theater assets against missile and aircraft attack.
• Legacy Space C2– Receives space surveillance data, maintains the satellite catalog, and provides space surveillance information to key decision makers, so that responses to protect space assets can be planned and executed.
• Engineering and Sustainment Tools - A robust, dedicated, isolated analysis, development and test environment that supports CCIC2S and Legacy Space C2 software and hardware analysis, development, test, deployment, and baseline management.
• CMAFS information systems infrastructure – The administrative and specialized security, communications, computing, and network systems that make up the CMAFS base information systems infrastructure. These systems are not active components of the CCIC2S or Legacy Space C2.
The NISSC II OM&S includes all activities to assure CCIC2S and Legacy Space C2 performance meets or exceeds requirements defined in the approved CCIC2S Systems Requirements Document (SRD) and Legacy Space C2 SRD. These activities include:
• Operations and Maintenance - 24x7x365 help desk at four (4) Mission Assurance Centers, system administration, user training and support, performance monitoring and assessment, and operational maintenance including Line Replaceable Unit (LRU) replacement and configuration changes.
• Depot Sustainment – Preventive and corrective hardware and software maintenance, failure analysis, corrective actions, Emergency / Urgent Depot Level Maintenance (EDLM/UDLM) resolution, component repair, and technology refresh. The Government desires implementation of an Agile software maintenance approach.
• Configuration Management - Maintain system functional, allocated and product baselines, manage baseline updates, and provide for baseline documentation delivery to the Government.
• Logistics – Supportability analysis, sparing, supply support, inventory control, Technical Data management, disposal, obsolescence management and DMSMS analysis.
• Systems engineering – Reliability, Availability, and Maintainability (RAM) metrics, risk management, Safety, Environmental, Program Protection planning, and Engineering Studies.
• Cybersecurity – Risk assessment, reporting, and maintenance of the Authority to Operate.
The NISSC II OM&S also includes the following:
• Support to Government Program Office (GPO) Chief Scientist Office to maintain accuracy and relevancy of missile characterization data and missile threat impact algorithms.
• Collaboration via a Government interface to enable success of separate studies, prototyping, and capability improvement projects authorized under Future Orders. These activities require active participation across design, integration, test, documentation, deployment and operational acceptance of projects performed by a Future Order contractor.
• OM&S of the Engineering and Sustainment Tools.
• Operations and Maintenance for the CMAFS information systems infrastructure. This activity requires 24x7x365 help desk, system administration, user training and support, and operational maintenance including LRU replacement and configuration changes
• Integrated Program Management for all tasks and activities across the Task Order.

REQUIRED EXPERIENCE:/EDUCATION:
Accredited Bachelor’s degree, Master's Degree preferred, in engineering or related discipline plus ten (10) years of experience in the ITW/AA arena or related military systems and five (10) years of experience as program manager.

MISCELLANEOUS:
