Program Manager - Level 2

Description:
** Candidates must be U.S. Citizens without Dual Citizenship **
**Secret Clearance PREFERRED, not required**

Duties:
1. Our client is seeking a Program Manager to join our Redmond, WA office.
2. Preferably a recent graduate with a BS.
3. In this role, you will support development and production programs.

Essential Job Functions (Including % of Time for Each):
80% - Manages customer relationships; acts as primary customer interface and decision authority for assigned programs. Accountable for scope, risk/ opportunity management, cost and schedule, including earned value management, of assigned fixed price or cost reimbursable propulsion programs. Leads cross-functional program team definition; work package definition, detailed program planning and program baseline development; incorporation of lessons learned; and program execution including direction, control, achievement of program requirements and program closeout.

20% - Creates and manages strategy for development of the business for the propulsion product area. Leads or provides inputs to proposals, contract negotiations, statement of work (SOW) reviews and implementation of program management best practices. Provides and manages the award and sales forecasts for assigned programs and customers.

US Citizenship required. Must also be able to satisfy federal government requirements for access to government information, and having dual citizenship may preclude you from being able to meet this requirement.

Required Skills:
1. Experience with program planning, IMS development, risk and opportunity analysis, contract change management, control account management, work package development, earned value management (EVM) and program execution for cost reimbursable and fixed price programs for U.S. Government or commercial space missions.
2. Demonstrated success in leadership and management of both development and production programs in a dynamic, matrixed environment.
3. Has been a Program management in Aerospace programs, with P and L responsibility.

Desired Skills:
1. Advanced degree in Engineering, Science, Mathematics or Business.
2. Working knowledge of thruster system design, production and performance.
3. Innovative thinking abilities; experience with change leadership.
4. Proven ability to utilize excellent oral and written communication skills to build successful teams; presentation skills appropriate for executive-level briefings.
5. Prior P&L responsibility for programs or business areas.
6. Program Management certification.
7. Active DoD Security Clearance.
8. Experience working on NASA programs

Education:
1. Requires a Bachelor's degree (recent Graduate preferred) and 3 years experience with management of multiple concurrent programs for components through complex systems for space programs (or an equivalent combination of education and experience).
