Civil Engineer

Description:
A Consulting Civil Engineer role located in Denver, CO is currently available through Belcan. The Civil Engineer will be responsibility for providing professional engineering review, bid/project qualification and project management services for all client projects within the Denver Office geographic territory.

Civil Engineer duties:
* Provide all necessary engineering assistance which includes reviewing applicant's preliminary
engineering reports, estimate and budget. Assess the proposed projects engineering and
financial feasibility to ensure conformance with acceptable engineering practices, statutory and
regulatory requirements.
* Provide engineering expertise during Investment Review Committee (IRC) meetings and Pre‐IRC
Meetings.
* Arranges for and conducts project management conferences with recipients to explain client
policies, procedures, and requirements to be followed in the implementation of Public Works
projects.
* Reviews contracts between recipients and Architects /Engineers for design and construction
inspection services. Determine that the contract meets client requirements, that the recipient is
adequately safeguarded, and that the specified fees are commensurate with the amount of
services provided. Follows the required Cost Principles under the uniform guidance.
* Reviews and makes recommendations for approved contracts between recipient and
administrative services.
* Reviews recipients proposed contract document, final construction plans, specifications, cost
estimates, and other related documents to determine that the construction plans and specs are
within the approved project scope of work. Ensure that client is adequately safeguarded. Ensure
that the cost estimates are commensurate with the service provided. Ensure for compliance with
client requirements, approved project scope, local, state, Federal codes and statutes.
* Monitors recipients compliance with applicable policies, procedures, and requirements which are
pre‐requisites to solicitation of construction bids.
* May attend bid openings to observe bidding procedures. Prepares or reviews reports of results
including tabulation of bids, irregularities noted, and any anticipated or potential problems.
* Make appropriate findings and recommendations relative to recipients requests for project
amendments. This can include additional assistance request. Prepares necessary documents for
approval.
* Reviews and make recommendations to approve recipient's construction contract award
procedures to ensure that all applicable regulations have been followed
* Conduct pre‐construction conferences with the recipient, the architect/ engineer, and the
construction contractors. Conference must outline the duties of all participants during the
construction and warranty period.
* Conducts on‐site inspections of projects under construction. Inspections must ensure that the
work is being done in accordance with approved plans and specifications. The quality of
workmanship conforms to acceptable standards of the industry. Prepares reports of findings to
include recommendations for corrective actions where necessary.
* Evaluates recipients requests for change orders to determine whether the proposed change is
legitimate, and does not come as a result of an error in design or construction methods. Ensure
that change orders do not alter the scope of the project. Ensure that the cost of change orders is
reasonable. Make a recommendation if client should participate in the cost of the change.
* Monitor the financial position of assigned projects. Conduct field audits of recipients' records to
ensure the proper accounts have been established. Ensure that matching funds are available.
Ensure that only approved costs have been paid from project accounts, and that fund balances
are correct. Evaluate construction progress payments, and other project related invoices. Assists
recipients in preparing reimbursement requests. Make recommendations concerning
disbursements of grant funds.
* Conduct periodic site visits and final inspection to ensure that the project is complete and
function. May require overnight travel during construction and project completions.

EDUCATION AND EXPERIENCE REQUIRED

* BS/BA or higher in Civil Engineer, Engineer, Architect, Mechanical Engineering, or equivalent
study.
* Successful completion of a degree in engineering that (1) has at least one program accredited by
ABET or (2) that included differential and integral calculus and courses (more advanced that
first‐year physics and chemistry) in five of the following seven areas of engineering science or
physics:
(a) statics, dynamics;
(b) strength of materials;
(c) fluid mechanics, hydraulics;
(d) thermodynamics;
(e) electrical fields and circuits;
(f) nature and properties of materials; and
(g) any other comparable area of fundamental engineering science or physics, such as optics,
heat transfer, soil mechanics, or electronics.
* A minimum of at least 3 years of experience is required
