SUMMARY: Directs and coordinates activities of the Quality organization to obtain optimum efficiency and economy of Quality and maximize profits by performing the following duties personally or through subordinate supervisors.

The Quality Assurance Manager (per RSQM) is responsible for the overall operation of the MRO inspection system . The QAM is responsible for directing, planning, and laying out the details of inspection standards, methods, and procedures used by the repair station to comply with all applicable Code of Federal Regulations and the manufacturer’s specifications and recommendations.

Duties of the Quality Assurance Manager will include:

• Responsible to the Accountable Manager for the overall operation of the Quality Control system and, as such will have the final authority in the releasing to service of aircraft parts and assemblies. In addition, the Quality Assurance Manager is responsible for directing, planning and laying out the details of inspection standards, methods and procedures used by the company in complying with all applicable Federal Aviation Regulations and the company specifications and serving as the primary contact with the FAA.

It is the Quality Assurance Manager’s duty to:
• Assist, train, and direct all Line Inspectors assigned to the Repair Station.
• Ascertain that all inspections are properly performed on all completed work and that the proper inspection records, reports and forms used by the company are properly executed prior to releasing the product to service.
• ENSURE MAINTENANCE OF file of pertinent Federal Aviation Regulations, specifications, Type Certification Data Sheets, and Airworthiness Directives.

In addition, assure that all military technical orders used in the overhaul and repair of components have been evaluated and approved by the FAA.
• Assure that periodic checks are made on all inspection tools and the calibration of precision test equipment used by the Repair Station. Further, assure that a current record of those inspections and tests is maintained.
• Determine that no defective, unserviceable, or unairworthy parts are installed in any component or articles released by the company.
• Submit reports of defects of unairworthy condition in accordance with CFR §145.221 WITHIN 96 HOURS OF DISCOVERY.
• Assure the proper execution of FAA Form 337 when required, and/or a serviceable release.
• OVERSEE the final acceptance of all incoming material, including new parts, supplies and the airworthiness of articles on which work has been performed outside the Repair Station by contract.
• OVERSEE the preliminary, hidden damage, in-process, and final inspection of all articles processed by the Repair Station and record results as outlined in this manual.
• Oversee the proper tagging and identification of all parts and components as outlined in this manual.
• Provide for continuity of inspection responsibility, assuring completion of required inspection when personnel shift or assignment changes occur.
• OVERSEE that rejected, scrapped, and unserviceable parts are handled in such a way as to prevent their reuse as serviceable parts (Ref. Scrap Parts).
• ENSURE that all inspections are properly performed on all completed work before it is approved for return to service, and that the proper inspection and maintenance records, reports, and forms required for such release are properly executed.
• OVERSEE files of completed work orders and inspection forms in such a manner that the file pertaining to a specific item repaired can be readily located for review.
• OVERSEE PERFORMACE OF the Repair Station’s “self-evaluation” to determine whether it has the housing, facilities, equipment, material, data, and the trained personnel to add an article to its Capability List. Perform internal audits in accordance with internal audit procedure QOP-8.2.2-A, to verify procedures are effective and are being implemented. Audits will be per Repair Station Internal Audit Check List Form QCF059001Internal audit reports will be recorded on Internal Audit Report form QCF058001.
• Audit all maintenance function contractors before use and maintain the results of those audits. (REFERNCE SEC 8.2)
• Establish Repair Station training requirements.
SUPERVISE activity of assignments to the inspection department and providing assistance to them when necessary.
• Verify all inspections are properly performed on all completed work and that the proper inspection records, reports, and forms used by the repair station are properly completed prior to releasing that work for return to service.

• Ascertain qualifications of all INSPECTORS prior to work assignment through test and/or evaluation of their previous work experience.

• Train, assist and monitor INSPECTORS in proper work procedures and practices.


NOTE: The Quality Assurance Manager may delegate all duties assigned to any qualified assistant as necessary. However, such delegation does not relieve the Quality Assurance Manager of the overall responsibilities.

Responsible for promoting and abiding by the HSE rules and policies.

ESSENTIAL FUNCTIONS:

Responsible for the overall operation of the MRO Quality Assurance and, as such will have the final authority in the releasing to service of aircraft parts and assemblies.

Responsible for the Quality Assurance programs, systems, and activities at the company.

Maintains a comprehensive Quality Assurance system which meets and exceeds applicable FAA regulations, customer, military, and the company specification requirements.

This position requires management of all Quality Assurance, Quality Engineering, and Inspection Personnel and activities, with the responsibility for assuring that the company meets all of our contractual Quality requirements with a profitable Quality program.

Additionally this position provides services to the company CEO as regards the creation and publication of business plans, strategic plans and initiatives. Special assignments also include but are not limited to:
• The creation and launch of Integrated Project Teams
• The creation and utilization of New Product Development processes (NPD).
• The identification, analysis and resolution of inter-departmental issues affecting cost growth and profitability.
• Major cost reduction Kaizen events.
• Major cost reduction Lean process analyses.
Principle Activities and Decision-Making Authority
• Establish Quality Policy
• Prepare and administer plans for operation of Inspection and Quality Assurance activities
• Establish department’s budget and be responsible for meeting same
• Provide sufficient equipment and personnel as necessary to operate economically and still meet our contractual Quality requirements
• Issue periodic reports on status of Quality level
• Report Quality costs to CEO
• Purchase of capital equipment and high dollar expense items
• Tactical plan and budget
• Interface with customers, suppliers, and personnel in other BCA departments at all levels
• Interface with both FAA MIDO and FAA FSDO
• Coordinate procedural changes
• Keeping abreast of any FAA regulatory changes and review, implement and/or revise internal procedures as required
• Monitor and coordinate any recurrent training requirements to support the BCA DMIRs (new and PMA) and Flight Standards (Repair and Overhaul)
• Review and implement procedures to support BCA’s Quality System to maintain the company’s Third Party Registrar
• Review and approve recommended procedural changes by the Internal Audit Teams
• All other duties as assigned

QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND/OR EXPERIENCE:

Bachelor’s degree in Business Administration or Quality Engineering with a minimum of fifteen years of experience in a leadership role of either a Quality Engineering or general management function in a manufacturing organization.
