Engineer – Aircraft Structural Modification Support

PDS Tech, Inc. is seeking an Aircraft Structural Modification Support Engineer in Lexington, MA.

2. Background/Need
Group 108 works to understand air defense issues, in particular, air vehicle survivability, vulnerability of U.S. Air Force (USAF) aircraft to weapons systems, electronic countermeasures, and air surveillance for homeland defense. The focus is on understanding USAF and threat air defense systems through tests and measurements. Test activities include flight, field, and laboratory testing. We operate three airplanes, all highly instrumented and numerous ground systems as needed for test efforts. We also develop new hardware for testing and prototype systems as well as for instrumenting existing sensors. Group 108 requires for one full time Engineer to support the aircraft structural modification project.
3. Position Scope/Job Functions
Candidate will be responsible for the management of a multi-year transformation of a Gulfstream IV-SP into the next Airborne Sensor Test Bed (ASTB). The project entails major airframe modifications including fuselage and wing strengthening, the integration of under wing / centerline instrumentation pods, nose and tail electromagnetic and optical sensors, a sonobuoy or dropsonde release system and major electrical/data infrastructure. Candidate will participate in overseeing vendors performing the necessary aircraft modifications and ensuring that the work is properly executed, documented and delivered on schedule. Support will also include design and conduct of a flight test program to demonstrate compliance with modifications specifications and to obtain FAA approvals for continued operations. Related work will include establishment of a configuration management program and documentation archive to support the aircraft throughout its life.
4. Skills: Required
- Direct program management experience of significant aircraft structural modifications
- Experience with sensor and or mission system integration to turbine powered aircraft
- Experience in the design and conduct of flight test programs for certification of major modifications
- Familiarity with design and conduct of aircraft structural demonstration, stability and control, flutter, handling qualities, and performance flight tests
- Familiarity with the requirements for and development of certification documentation, particularly Flight Manual Supplements
- Subject Matter Expertise with 14 CFR (FAR) Part 91 repair, overhaul, maintenance and modification requirements, Supplemental Type Certificate (STC) processes, and Experimental Type Certificate approval processes
- Working knowledge of 14 CFR (FAR) Part 25 certification requirements, particularly in the areas of damage tolerance analysis and instructions for continuing airworthiness
- Familiarity with Configuration management tools and processes
- Experience with MS Office tools (Word, PowerPoint, Excel and Project)
- Ability to produce and present accurate and timely status reports and presentations both written and oral to all levels of management
- Familiarity with Federal Acquisition Regulations
5. Skills: Preferred
- Experience with FAA certification of modifications designed to carry external stores on
commercial aircraft
- Experience overseeing the structural modification of GIV, GIV-SP or GV Gulfstream aircraft
desired
- Airframe and Powerplant License
- Designated Engineering Representative (DER) with a Structures and Electrical rating
- Designated Airworthiness Representative (DAR) rating is desired
- Demonstrated ability to lead a disparate team of engineers, technicians, and support personnel
towards a common goal
6. Education/Professional Certifications
MS plus three (3) years minimum relevant experience or BS plus five (5) years minimum relevant
experience
7. Laboratory-furnished equipment and information
Office space and a Laboratory desktop computer will be supplied.
8. Place of Performance
Work will be performed at the MIT LL Flight Test Facility, Hanscom Air Force Base, Bedford, MA, Bldg
1715 location. Extensive travel to oversee modification/flight test activities at contractor facilities (US
and Canada) is required. Anticipate approximately 50% travel to vendor locations.
9. Period of Performance (PoP)
Three (3) year period of performance is required.
10. Security
All personnel must successfully pass a Commercial Background Investigation (CBI) and hold at least an
Interim Secret security clearance before receiving facility access.

Education requirements:
 
  • MS plus three (3) years minimum experience in Aeronautical / Aerospace Engineering with a Structural Focus desired or BS plus five (5) years minimum experience is required.

  • Experience overseeing the structural modification of G-IV, G-IVSP or GV Gulfstream aircraft desired

Airframe and Powerplant License

  • Designated Engineering Representative (DER) with a Structures and Electrical rating
  • Designated Airworthiness Representative (DAR) rating is desired
  • Demonstrated ability to lead a disparate team of engineers, technicians, and support personnel towards a common goal

Personnel possessing an active SECRET clearance is desired. All personnel must successfully pass a Commercial Background Investigation (CBI). In addition, they may begin with an interim clearance but must obtain and maintain a SECRET clearance.
