Certification Engineer

Description:
The position will be responsible for showing compliance to FAA regulations by following Certification Organization Designation Authorization (ODA) Procedures, FAA Order 8100.15 and FAA Order 8110.4 to prepare data packages for aftermarket Supplemental Type Certificates (STC’s). This position exercises independent judgment with regard to the resolution of problems and interaction with internal and external departments, outside vendors, subcontractors and consultants, ODA Unit Members (UM’s) and customers.


PRIMARY RESPONSIBILITIES INCLUDE:
• Understand, plan and execute certification activities in accordance with Engineering policies, procedures, work instructions, customer specific requirements and FAA guidance.
• Interfaces and communicates with Program Management, Engineering, ODA administrator, UM’s and ODA Staff, all branches of the FAA, and customers as necessary. Provides certification guidance and or interface to and or their subsidiaries when necessary.
• Manage the STC project by providing work estimates, tracking progress according to schedule, coordinating with the Program Manager and Project UM’s, and supporting technical discussions with customers.
• Ensures successful completion of the assigned project phase within the budgeted time and cost constraints.
• Develop, edit and contribute to reports supporting certification activities such as FAA Project Specific Certification Plans (PSCP), Conformity Inspection Plans (CIP), Project Notification Letters (PNL), Requests for Conformity (RFC), Type Inspection Authorizations (TIA), Compliance Reports, etc.
• Coordinates with Engineering and/or UMs for the preparation of all substantiating documents required to show compliance with appropriate 14 CFR Parts per project Compliance Checklist, including but not limited to structural compliance documents, electrical substantiation, electrical load analysis, test plans, test reports, Instructions for Continued Airworthiness (ICA), etc.
• Review substantiating documents such as test plans, reports, analyses, drawings, etc., to ensure they agree with requirements outlined in the PSCP.
• Responsible for tracking, evaluating and incorporating incoming comments from the FAA and UMs.
• Responsible for populating and maintaining certification status and comments to the project Rolling Action Item List (RAIL) specific to each project.
• Responsible to obtain FAA approvals (8100-9, 8110-3) from Certification ODA UMs for compliance documents and ensure all 14 CFR Regulations are 100% accurately indicated, and 100% in agreement with the associated Compliance Checklist and the document being approved.
• Responsible for final file cleanup (both paper and electronic copy) of all certification and technical data before each project is closed and submitted to the ODA.
• Oversees preparation of, and audits the certification project close-out packages, prior to submittal to the ODA administrator.
• Coordinates with foreign certification agencies regarding validation efforts on FAA issued STCs.
• Performs maintenance and updates of electronic project files.
• Provide certification support and expertise to Business Development activities as required; including certification guidance and input for development of Statement of Work and Bid Packages.
• Will be involved in continuous improvement efforts and development of ways to become more efficient while maintaining high standards and meeting FAA/ODA requirements.

• BS/BA in engineering discipline or equivalent experience
• A solid understanding of 14 CFR, Parts 21, 23, 25, experience with Parts 27 and 29 a plus
• 6+ years of experience in FAA aircraft certification activities
• Strong knowledge and understanding of the FAA certification process
• Experience with STC certification development in a repair station, MRO or another ODA
• Technical writing experience required
• Effective interpersonal skills within an engineering environment influencing the success of a program
• Must have excellent written and oral communication skills and the ability to motivate others
• Must be able to think quickly and make sound decisions in regards to aircraft issues
• Must be a self-starter, solution focused, with a positive attitude
• Familiar with commercial technical publications, requirements, and processes
• Familiar with computer-aided design and drafting packages
• Proficiency in intranet/internet environment and Windows operating systems is required
• Proficient with MS Office and MS Project or related project tracking system
