Senior Supply Chain Specialist
(US Citizenship Required*)

Responsibilities:
• Work with management to address all aspects of supply chain management, including procurement support, commodity business plans, market trends assessment, pricing and product availability
• Prepare and issue purchase orders and agreements, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure and is able to identify potential risks in terms and conditions
• Consolidate requirements, issues status reports, and negotiates pricing, discounts, and terms and conditions
• Process purchase requisitions, purchase orders, purchase order revisions, and requests for quotes to suppliers
• Perform cost or price analysis on procurements of moderate value, risk and complexity
• On proposals, procurements, and agreements, negotiate and document terms and conditions, price, delivery, quality, and performance requirements on moderately complex procurements
• Coordinate risk assessments and creates risk management plans for moderate risk procurements
• Work in a developing Supply chain management organization that is driving material commonality in an effort to reduce product risks and costs improving procurement turn time, while applying sound procurement principles
• Participate in continuous improvement activities to drive material commonality cost, schedule and risk reductions
• Act as liaison between the programs team, other functional areas, and suppliers
• Build productive internal/external working relationships
• Attend the proposal planning meeting and kick-offs And collaborates with functional areas to understand BOM requirements
• Support proposal activities with innovative solutions to meet Program needs and requirements
• Identify potential sources for required materials, and services and develops and issues request for proposals. Identify new suppliers as required
• Participate on proposal evaluation teams in fact finding, technical evaluation, and cost/price analysis
• Receive, review, and evaluate supplier proposals to ensure they meet Prime proposal requirements
• Prepare and document priced Bill of Material and Material (BOM) cost estimate development
• Review requirements document (i.e., requisitions, statement of work, drawings, and specifications) for clarity and adequacy
• Coordinate purchasing activities with internal partners to acquire products and services in a cost effective and timely manner
• Monitor the cost, schedule and scope of assigned procurements to negotiate highest quality at best value
• May recommend cost saving proposals or alternative sources
• Interact with suppliers and QA to resolve quality issues
• Participate in Commodity Team activities
• Respond to supplier inquiries and coordinates source selection decisions
• Work with senior supply chain staff to address the more complicated procurement related issues
• Work on a diverse range of problems and internal projects of mid-to moderate complexity
• Work under increasingly limited direction
• Work will be evaluated upon completion to ensure objectives have been met

Qualifications:
• Must pass a credit check.
• Understand relevant policy and procedures, including Quality processes, Counterfeit Parts, and other compliance requirements such as General Dynamic's policies/procedures, federal, state, Federal Acquisition Requirements/DFAR, and local laws
• Has considerable knowledge of assigned commodities
• Exercise judgment within defined procedures and practices to determine appropriate action
• Able to work and succeed in a fast-paced, deadline driven environment while demonstrating superior presentation, communication, team building and leadership skills that may be required to have regular communication with business leadership
• Strong interpersonal and communication skills both verbal and written
• Considerable understanding of procurement laws and regulations
• Considerable analytical skills applied to increasingly complicated data
• Considerable negotiation skills applied to increasingly complex price analysis strategies
• Contractor purchasing experience, Federal Acquisition knowledge
• Considerable understanding of ERP/MRP systems and applies procurement strategies

Education and Experience:
• Bachelor's Degree in a related field or equivalent experience is required combined with a minimum of 2 years of relevant experience; or Master's Degree without work experience.
