Project Estimator

Chipton-Ross is seeking a Project Estimator for an opening in New Brighton, MN.

The Project Estimator is responsible for creating proposals and bid documents through the collection and analysis of data for client test Cells project estimates. The Project Estimator will contribute to the team by consulting with Engineering, Purchasing, Project Management and Supply Chain staff to develop RFQ's, identify potential vendors to obtain quotes for sub-contracted work and work with Sales and Engineering to develop cost effective solutions that provide the best value for our customers.

" Consult with client Test Cells' Engineering Management identifying differences between new bids and historical bids of test cells to develop cost and price estimates and technical proposals from similar test cell projects
" Develop RFQs for sub-contracted items by consulting with client Test Cells' Supply Chain department, Engineering and Project Management staff
" Develop cost estimates, technical proposals, compliance matrix and other bid documents for client Test Cells' projects to accurately describe the solution that is being bid. Ensure proposal, price estimate and related bid documents are consistent with each other
" Collaborate with Sales and Engineering to balance competing priorities of cost and function to develop cost effective solutions providing the best value to the customer
" Collaborate with different engineering disciplines and supporting departments (ME, EE, CE, Aero-acoustic, Project Management, Supply Chain, etc.) to develop solutions that are compliant with customer requirements
" Assist the Sr. Project Estimator & Quoting Manager with developing supporting bids from client Test Cells' EU counterparts on its international proposals and bids
" Actively participate in a continuous improvement culture providing recommendations and implementing enhancements to current methods and procedures
" Update and improve cost estimates and proposal text for Standard Work Packages
" Support client Test Cells' Supply Chain Management to identify vendors and get quotations for sub-contracted work
" Assist client Test Cells' Supply Chain Management to maintain effective communication between suppliers and client Test Cells' organizations and personnel
" Participate in the development of promotional activities such as sales literature development and standard costing and technical proposal models for further review
" Other duties as assigned

" Bachelor's degree in engineering, math, science or a related technical field preferred
" In lieu of a degree, 2-3 years of closely related experience will be considered
" High School diploma or GED required

" Strong communication skills both verbal and written with a proven ability to be assertive yet approachable delivering a positive customer service experience
" Demonstrated ability to understand engineering drawings and models
" Demonstrated ability to work on multiple activities in various stages of completion
" Proficient in in Excel and Word; knowledgeable in MS Projects and PowerPoint
" Detail-oriented self-starter with the ability to work under pressure and meet deadlines while managing multiple priorities
" Solid analytical and critical thinking skills as well as problem-solving skills to include problem identification, analysis, action planning and execution
" Demonstrated proficiency in basic mathematical calculations
" Demonstrate accuracy and thoroughness; actively seeks opportunities to improve and promote quality and monitors own work to ensure quality is met
" Strong interpersonal skills with demonstrated ability to develop and maintain positive working relationships with customers, suppliers, and team members
" Ability to exercise initiative and judgment as well as make decisions within scope of assigned authority
" Able and willing to travel up to 10% of the time both domestically and internationally, as required

Working Conditions and Physical Requirements:
The majority of the time is spent in a typical office environment requiring the ability to use a computer and telephone which requires sitting and typing for extended lengths of time. Occasionally, the individual in this position will need to stand, reach, bend, lift up to 50 pounds, stoop, and kneel. Specific vision abilities required by this job include normal vision. The office environment will have normal lighting and climate control tolerances. Additionally, the office setting will have moderate noise exposure, i.e. business office with computers, printers, and light traffic. Travel conditions may involve being in an aircraft or automobile for extended periods of time. Client Test Cells is a global company and travel to any country may be required. Work is performed in the business office at a minimum of 40 hours a week.
