Turnaround Field Coordinator

PDS Tech, Inc. is seeking a Turnaround Field Coordinator in Tulsa, OK. 

Job Summary: 
  • Responsible for providing field execution and coordination for a Unitized or “Block” Section of a Turnaround.
  • Provide oversight of logistics, materials, planning, contracts, and contractors during the pre-turnaround and turnaround execution with emphasis on critical path.
  • Supports Client Maintenance and Operations activities in a similar capacity as necessary to ensure safe and reliable plant operation.

Essential Job Duties: 

  • Manages and monitors the TA Work List or Original Scope Plan for Planning (Control Document) for block assigned.
  • Assists in the work scope collection process and significant contributor to the scope challenge and selection process, including development of line item estimates.
  • Is mindful of and continues to look for opportunities to reduce turnaround scope, and executes the plan to maximize work completed while minimized cost mindset.
  • Supports the development of Contracting strategy.
  • Responsible for assisting planner in the development of detailed work scope and execution plan, reviews job estimates, plans, bills of material, and work packages with the Turnaround Planner / Schedulers to ensure quality and completeness, including TA facilities and logistics for the block assigned.
  • Optimizes the work plan through coordinated discipline reviews.
  • Responsible for tracking of the long lead material and equipment plan for their block.
  • Responsible for effective implementation of the addenda or Field Change Order process after the scope is frozen.
  • Responsible for ensuring all material is onsite 1 month prior to feed out.
  • Works closely with operations counterparts to ensure proper integration. Responsible for seamless integration of shutdown, decon, maintenance, commissioning, and startup plans in the block assigned.
  • Accountable for the application of the Scheduling Premises document to ensure optimization of schedule and efficient execution of turnaround scope – leveled resource plan, critical path / near critical path understanding, minimization of schedule complexity.
  • Directs field activities for assigned block of the Turnaround during execution and accountable for the quality and productivity of work in the field.
  • Responsible for integration and implementation HS&E, logistics, materials, MOC, etc. (even if developed by others).
  • Manages work force levels and is accountable for work force efficiency (time on tools).
  • Ensures execution of the environmental plan (Waste disposal, lead / asbestos abatement, frac tanks, vac trucks, etc.) for assigned turnaround block.
  • Responsible for proper completion and turnover of all work packs and systems to which he/she is assigned during execution.
  • Facilitates archiving of turnaround files and records, and financial closeout.
  • Provides a critique of turnaround activities after completion of turnaround, participates in Lessons Learned and Look back process.
  • Performance management of execution contractors.

  • A Minimum ten (15) years of overall experience in Turnarounds, maintenance, or project construction in refining or petrochemical environment.
  • Expert in the use and maintenance of plant history, P&ID’s, and other technical files
  • Familiar with HSE regulations.
  • Recognized expert in Turnaround work processes.
  • Knowledgeable in Turnaround and Engineering Procedures and Best Practices.

Preferred Experience: 

  • Highly proficient in estimating, cost control, and execution of Turnarounds.
  • Proficient with Primavera (P6).
  • Experience in materials management, supplier performance, process and quality improvement, craft work, and negotiating and influencing business decisions.

Educational Level:

  • A minimum of high school diploma or equivalent is required. An Associate’s Degree or higher in procurement, engineering or business with work experience in an industrial setting is preferred.

Required Skills: 

  • Knowledge of refinery operations and craft knowledge.
  • Strong interpersonal, analytical, business and technical judgment, negotiation, problem solving and verbal and written communication skills.
  • Ability to read and understand Isometric and Piping Identification Drawings and general industrial symbols.
  • Knowledge of refinery engineering standards needed to confirm purchase of correct materials/equipment.
  • Strong contributor to overall engineering and maintenance materials objectives as part of planning and reliability.
  • Strong performance management skills with ability to manage both qualitative and quantitative targets and a good track record of achieving goals.
  • Advanced reading and writing. Ability to perform intermediate mathematical calculations and computer skills.
  • Ability to effectively communicate with others, both written nod verbal communication.
  • On call 24 hours per day, seven days per week on as needed basis.
