Boeing MAX Cleared to Fly as FAA Lifts Long U.S. Grounding  — Boeing Co.’s 737 MAX can safely return to the skies with an extensive package of fixes, U.S. regulators ruled, after a 20-month hiatus prompted by a pair of fatal crashes.  The actions announced on the FAA’s website mark the end to the longest grounding of a jetliner in U.S. history, and set the stage for airlines and other regulators around the world to resume passenger service with the plane.
Lithuania and U.S. Sign Contract on Procurement of New UH-60 Black Hawk Helicopter — The Lithuanian Armed Forces is buying four UH-60M Black Hawk helicopters with additional equipment, spares, and a training, repair, and logistical support package.  Lithuania will pay $213 million over next five years to the U.S. Government for the purchase.  Lithuania also received approval from the U.S. Congress to procure two more helicopters in the future if necessary.  The first shipment of the Black Hawks could be delivered to Lithuania in late 2024 when the Lithuanian Armed Forces will have fully trained personnel – pilots and ground support specialists – to work with the new platform, and ready maintenance and ground support equipment.
U.S. House to Vote on FAA’s Aircraft Certification Process Reform Legislation  — The U.S. House of Representatives is set to vote on the bill to reform the FAA’s aircraft certification process.  The bipartisan legislation voting came after two fatal Boeing 737 MAX crashes, which killed 346 people.  The House bill calls for an expert panel to assess the aircraft manufacturer safety culture and recommend improvements. It also requires Boeing to perform an assessment on the entire system safety and develop safety management systems. Risk assessments should be shared with regulators while risk calculations should be based on pilot response time.  In September, the House Transportation and Infrastructure Committee approved the measure.
